I will explain as best i can my problem.
I sell used postage stamps
Some of my customers buy 50 or 60 items
I send an invoice which is a maximum of 40 items
I adjust postage as I offer combined postage
When my customer goes to pay they are asked to pay postage on each of the 40 items
This is an example from a customer today.
I have the same problem again.
When I tried to pay your invoice I got total items (67) $17.20
Postage $77.00
Can anyone help me with what is happening

If they are using the app, they probably can't access the invoice (known glitch for years)
If you set postage rules to charge $0.00 for additional items, that might work. Not sure with multiple different items whether that's the case, but they would probably have to use the cart to access it.
