This has been happening ever since we did a bulk postage upgrade using Selling Manager Pro on 3 November 2012.
We ship Australia wide and from time to time we also have buyers emailing saying they cannot pay as we don't ship to their area.
I am guessing something is not filled in correctly or something not ticked, but try ebay live-help, called chat with us.
Go to customer support, contact ebay tab, selling then technical problem, and chat with us.
