for example if i am selling a specialised product lets say left products, and i have researched what other left handed products have sold for and want to let left handed product users know i have left handed dustpans and brushes for sale. is it ok to send them messages? (after getting their user id from their feedback or wherever?) i dont want to spam anyone or break any privacy or advertising rules

As the definition of spam is unsolicited email, you would be spamming. No ifs or buts. If potential buyers are looking for what you are selling, they have many avenues to find them. If they've previously bought such items, they are probably no longer in the market (unless they are consumable items).

I wouldn't even do it to a previous buyer. Unless they had specifically asked me to keep an eye out for a particular item.
