200 Free Fixed Price Listings for Basic Store? Mixed Messages about 200 free listings?

Can anyone provide advice based on real experience?

I was of the impression that the Basic Store Subscription allowed 200 free fixed price insertion fee listings per month.  I believed this was for most categories (I mainly list in clothing).

After subscribing it did not appear that any listings were had free insertion fees (fixed price or auctions).

Ebay advised me that this only applies to the Categoriy of "Collectables".  This is hard to believe that this would not be clearer in the terms, and that this Store strucutre would suit most people when only providing 200 free insertion fees for one category.  

I have looked around and cannot find policy to support this in the information on Basic Store.  I have used the Fee Illustrator to check and compare, and it does not indicate that Collectables are the only category with free listings.  

I have asked to cancel store subscrption in disgust, but none of this sits well and I am still not certain this is correct.  

Need information from the expericned Store keepers please!
