An item paid for several weeks ago that was for local pickup... My buyer would now like me to post it.
Because this transaction has been finalised how do I now charge for postage. The buyer is happy to pay the costs of the postage.

If you are happy to post the item then log into PayPal and send a funds request.
Enter the amount for postage and when you go to enter the email address, suggested email addresses will appear in a drop down menu.
Select the buyers email addy that you have checked from the PayPal transaction details.
The buyer can then pay for postage via PayPal.
