As a first time seller, how do I get a rating? What are the other restrictions?

I reside in Australia and I have a very good rating as a buyer.

I have never sold any items on eBay and have 100's of items I wish to sell.

Is my rating as a buyer a good indicator for potential buyers?

What is the price limit for my first sale/s and am I restricted to selling only within Australia?

What the others have said but read everything you can about selling, postage etc.  Can be great but can be problems as well.

To answer your first question, no

Buyers can only be given positive feedback so even the worst buyers that ever were will have 100%

But before anything else, have you fully completed sign up to Managed Payments, and been approved/given the go ahead by eBay to start selling

You will have to do that before anything else

Buyers look at a seller's feedback as a seller, not as a buyer.

As far as I know, you can sell wherever you want and there are no price limits for new sellers, but scammers target new sellers with expensive items, so you should be aware of this.

As a new seller, your funds won't be released immediately. I think they keep them for up to 21 days. And you do have to register for Managed Payments.
