Yes they can, so it is better to step carefully, allow enough reasonable for payment to be received, 4 days is the minimum, but most sellers allow a bit longer, a polite reminder on day 3 or 4 is acceptable, if no payment or contact then go with the dispute on around day 6 or 7, no further communication is required, just close on the following 5th day .
