Buyer has requested post to a different address & country from their registered ebay address, is this permitted under ebay policy?

I am an Australian seller & I do not offer overseas postage. An overseas buyer purchased through a fixed price listing. I emailed them & they won't cancel the transaction. They sent me a grammatically incorrect email stating that they have Australia address Sydney nsw. They did not supply a postcode or street address. The message was signed Green which is not the sellers registered name. The seller is registered in California USA not Sydney NSW. I am unsure whether this is some kind of hoax? Does anybody have any suggestions on what I should do? Ps I have not accepted payment from them yet.

You can send to another address, but if the bidder is paying by paypal, that address needs to be added to their paypal account.  If it isnt, under no circumstances send anywhere else that the address/es registered with paypal
