Buyer refuses to send back item

 

I sold an item and shipped promptly. Buyer claimed a part was missing. The part was attached with four cable ties, and could not have fallen off. It's likely the buyer is making up a story.

 

I offered full refund on return of item.

Buyer refuses to pay for return of item, and has opened a case (possibly in the expectation of keepking the goods and getting a refund). 

 

I have no problem with refund, but I would like to ensure the goods are returned before a refund is issed. Otherwise buyer keeps refund and goods.
