Is there no recourse for a buyer not paying for an item they purchased and wasting the sellers time?

Have you reported them for non payment so they get a strike on their account and you get your fees back?

That way, these 'buyers' will not be able to buy from sellers who have blocks in place

Don't forget to add them to your own blocked buyers list too, so they can't pull the same stunt on you again. And if that buyer(s) open a new account to buy from that, you can report them then for trying to circumvent your blocks
