Can ebay do anything about nonpaying private bidders who rob sellers on Auction sites?

In the past month I have had bidders who outbid others by chasing their bids, only to cancel directly after the auction, leaving me

with a second chance offer that is half of what I was bid for the item. Ebay will not let me advise others of this practice by leaving the

feedback they deserve because they hide  behind a private ID. The honest bidder who lost out, thinks that I bid up my own item.

The second problem is non-paying bidders who win an item never to be heard of again, they get away without the right feedback

so this gives them a free passage to do it all over again.

Sellers need to be able to leave negative feedback for non-paying bidders as this devalues the Auction system with buyers doing what they like to sellers at will.

Please answer if you can do something about this practice.

How can someody have over five thousand feedback and not have a clue about basic ebay matters such as buyer blocks and the fact the community boards are for the comunity, not ebay?
