Do you think buyers should have to win a dispute before leaving a negative feedback?

We all know that the ebay feedback system is unfair in that vindictive and manipulative buyers can ruin a good persons rep by dropping a negative, neutral and low DSR's for no reason or just because they want to show you "who is boss"

I have thought about this and it seems that the only fair way that someone should truly be worthy of ruining your perfect ebay score should be by going through a legitimate paypal or ebay dispute and winning it.

If they win it then the seller has not done their job and deserves to be left with appropriate feedback. But If the seller cooperates and refunds the item or remedies the situation to the customers reasonable request then they cannot turn around and leave a negative afterward just because the wont to "show the seller who is boss"

Buyers should only be able to leave 4 - 5 star ratings without going through a dispute and if they want  to leave any less then they need to dispute the transaction and seek a remedy before they "drop a negative".
They should also only be able to leave positive and neutral feedback if they haven’t been through a dispute.
If the problem isn’t bad enough that it doesn’t deserve a dispute then the buyer doesn’t deserve to leave a negative that will ruin the sellers reputation for a year to come.

what do you think. I think this should have been done when they stoped sellers from being able to leave negative feedback, it would have been a soothing remedy.
