Does eBay intent making UPC or EAN codes mandatory, as they are on Amazon?

Today it is optional to enter a UPC in eBay.  In Amazon it (or EAN) is a necessity.  

Does eBay intent making UPC or EAN codes mandatory, as they are on Amazon?
