Ebay promotiion - clarification

Hi,

woud appreciate your advice

i recenlty received this offer from ebay

"Pay no Insertion and Final Value Fees on any items you list & sell until 27 Oct" which states "you must list an item and make it available for purchase by 23:59 (AEST) on 27 October 2017 in order to qualify for the promotion."

I have just realised this is a little ambiguous (well to me).

Does 'available for purchase by 27 Oct"  mean it has to be SOLD be 27/10? Of just that a lsiting needs to be active by then?

I'm thinking the former, but am not absoluely sure

Do more experienced sellers know

To be eligible it must be listed before the cut off time and date of the promotion
