Feedback procedures on Ebay keep changing

I only buy and sell things every 6 months or so, and it seems that every 6 months the feedback system is different.  Years ago, it seemed the feedback system was simple and everyone left feedback for everyone else.  I've just sold two things, and while the transaction was perfectly good, I notice that I can ONLY leave positive feedback.  What's the point of that?

I've also had trouble getting other people to leave feedback for me for the last couple of years (since ebay stopped actively encouraging members to leave feedback).  And as I personally don't have much experience with the changed feedback system, I don't know whether buyers even can leave feedback any more.  I just had two really positive selling experiences, and neither of the buyers have left feedback.  The first one I messaged to ask if he could, no feedback.  The second one specifically asked if I was going to leave him positive feedback when we met to exchange the item.  I said, of course yes, as it was a perfect transaction.  I didn't bother asking him the same, as I assumed he would treat me with the same respect.  But no feedback.  Do buyers even get a chance to enter feedback any more?

If so, can ebay do more to encourage people to leave feedback?  I'm getting sick of having to message people to plead with them to leave feedback.  I think about the last 5 or so transactions I've done, I haven't received any feedback.  And they were all positive good transactions.  It's really annoying.
