Has anyone else been charged an on hold twice for the one sale?

I have a buyer in WA who hasnt rec'd a parcel posted on 14th Feb and has put in a request and a negative rating.  I understand this and have contacted the carrier who is following up the parcel.

However eBay have charged the on hold fee again, ie double the sale value!.

I spent over 2hrs on chat, with 6 (six) different agents, two of whom lied and all very evasive. And no response. I now have to wait up to 48 hrs to find out why, and then for the carrier to find and deliver the parcel before any of the hold is lifted.

How can any organisation hold funds that are not in any way associated with a sale? ie the second full buy price hold

And any suggestions?
