Have 18 free listings still to go for April but when I try and list an item I am charged a listing fee? Has anything changed?

I am allowed 30 free listings a month and still have about 18 to go for April.  However when trying to list an item I see that I will be charged a listing fee.  Why is this?  Has something changed that I am not aware of.  I am not a power seller so do not know why this is happening.  Perhaps a glitch in the system?  Any help will be appreciated as I do want to list item this today.

I have just received an email reply from Ebay because I sent them an email quering this problem and was told that I am now a BRONZE Power Seller and will be charged listing fees accordingly.  Pity they did not let me know IN THE FIRST PLACE. They send you emails about changes, accounts etc. but nothing about what actually affects your selling dollars.  Really annoyed!!
