How do I add international postage to my listing?

I've had a number of customers request international postage, which I'm fine with, but I can't seem to be able to change the listing? In the past I have changed it on the ebay mobile app but it isn't working this time.

The customers have said that the website will not allow them to bid until the listing is changed.

If the item has bids, you can`t change it, but you can add the buyers ID to your blocked bidder exemption list so they can place a bid. that you will find in the Site map under Selling activities.
