How do I block a buyer who has not paid?

I have a buyer who has not paid for a purchase. I am a patient nasme but after emailing twice I have only had an email  telling me the item would be paid for by 8th October. No word of any kind.

I  have tried now to "resolve a problem " only to find I am out of time. 

That is OK so long as I can now " block" this buyer. Will you advise please.

By the way, no feedback was given after a purchase made in August.

The buyer has previously left feedback, so I am left in the dark as to whether there was something not to their liking.
