You dont. If you have completed the 1st transaction via an unpaid item dispute and completed it, and the under bidder accepts second chance offers, it will show against the item that this item is availble for a second chance offer. You just click on that. If that option doesnt show, the underbidder has probably ticked in thier preferences that they do not want to get second chance offers, so in that case, you do not contact them.
