Ask the buyer politely to pay via PayPal or bank transfer. As the item has now been delivered there shouldn’t be an issue with the buyer paying via bank transfer.

Dear xxxxxx,

i apologise for the delay in Aust Post not delivering your parcel in a timely manner, however now that the item has been delivered to you, could you kindly send me your payment via bank transfer or I can send you a PayPal money request. The total due is $.xxx.xx.  I would be extremely grateful if you could give this your urgent attention.

kind regards,

xxx.

I don't know if it is possible to reverse a refund. Usually, in such situations, either the buyer sends money to the seller in PayPal (they need their email address), or the seller requests money from the buyer in PayPal (they need their email address too).

are you the buyer or seller?
