If a buyer leaves a negative while an UID is open will the neg will be removed if the buyer doesn't pay and the UID is closed?

I believe that if a buyer leaves a negative while an UID is open, the neg will be removed if the buyer doesn't pay and the UID is closed but I can't find it in the policies. Is it automatic or does the seller have to initiate the removal?
