If an Item is paid for by Paypal, the Seller must charge Registered Post?

I notice that some sellers are charging for Registered Post if an item is paid by Paypal. (Saying this is the Paypal rule) Is this correct?  I thought the Click and Send bags had enough in the way of tracking. Please help
