Is it ok for a seller to list multiple different items in the one listing with selection

Ive noticed a huge number of listings lately, especially items from Asia and electronic items especially where the seller lists multiple items in the one listing, with the option to select from a dropdown menu. I know this was valid and accepted for colour or design choices but these sellers seem to be adding a very cheap item amongst a more expensive one so their listings appear cheaper for the more expensive one. You only get the real price once you select from the dropdown.

I know this wasnt allowed a while ago as it was considered as circumvention of fees, and also causes lots of confusion but is this allowed now? Seems to be a big problem and if its breaking the rules would be a big problem to get rid of.
