Is there a time limit to advise breakages or "not as described' after receiving item?

An item I sold was DELIVERED internationally  to the buyer  on 30 Jun.  On 9th July I asked her to confirm that she had received it...No reply.  On 27 July, TWENTY EIGHT DAYS, (FOUR WEEKS), after receiving the item, purchaser advises some items broken and then follows up with 'not as described'.  After failing to reply to requests for advice as to whether she required additional protection of Registration or Insurance etc, the owner paid for item and applied the postage cost for basic air mail.

 

After failing to communicate re insurance etc. and taking FOUR WEEKS after receiving the item to advise breakages and then 'not as descried'.......... just 2 days after advising me of breakage etc, .... while I am compiling my reply to her... she lodges a complaint with ebay???

 

Surely there must be some seller protection by having some sort of time limits on purchasers complaining about something after they have received it.

 

Is there somewhere that policy for these sort of things is laid down.  I cannot find any policy listing area on ebay.  Maybe somebody can tell me where to find it.

 

I have attached a timeline of events relating to the selling of this item.

 

I would appreciate any help available.
