It appears to me that all Selling is now Treated as being a Store Sal, rather than a Private Sale -

Has EBay now been set up for STORE Selling and do not provide for Private Sellers, who just want to Sell  off Excess Items they no longer need - This is BAD.

You don’t need a store… but the gist of what you say is… ahem… obvious.

eBay is no longer an ideal platform for a person who sells the occasional item. Every time that such a seller wants to sell something (after a couple of months’ absence or inactivity in terms of SELLING), that person will be considered a new seller, and their funds will be on hold for 21 days again.

There is a way around this, though, if the seller lists items for local pickup only and states that cash on pickup is preferred.

That limits the potential pool of buyers, and there is always the risk of someone paying by another method. It may be better for such occasional sellers to look at Facebook Marketplace. Such sellers should also be very careful in their interaction with buyers, as payment scams are on the rise. They should educate themselves about PayID, and limit payment methods; e.g., I would in such a situation take PayPal, Pay ID set up PROPERLY (but then, I know how it works), bank transfer (Osko), or cash. It’s up to each individual to make themselves aware of what works, what’s risky, what types of “buyer” questions and behaviours are dodgy, what platforms suit their selling activity best, and so on.
