Malicious feedback. Someone buys an item purely to leave negative feedback in retaliation. Your thoughts?

I've had trouble from this guy since June last year.
It started when we needed a new part for the car. The part arrived and was wrong. RH instead of LH as described, and could not be used. Seller wouldn't reply to emails and we ended up out of pocket as it was too expensive to ship back to claim a paypal refund. I left negative feedback because it was a bad experience. So then the guy bought an item from me - a brand new t-shirt with tags etc, and immediately left me a negative feedback comment. I got ebay to remove it after some pushing. It was purely malicious, the guy said in the feedback the item was fake, wrong size etc... which was obviously not the case, as it was well photographed and I already had a good record.

 
A  month or so later, I got a negative comment that didn't make sense. They said it took 16 days to get the item and it was stained. I had tracking on the parcel and it was in fact there in 4 days, and I don't ever sell anything with the slightest mark. I then noticed the place the item was sent to was close to the town where the item mentioned above was sent. It was also a P.O box, and the way the buyers name was written was odd. After a fight with ebay, they finally looked into it properly and could link the two accounts and found it to belong to the same guy who left me the last malicious feedback. So again they removed the negative comment.

Yesterday the guy again bought an item from me using the account I got the first malicious negaitve from. So I am expecting another negative feedback comment in a few days. I'm a bit surprised because I thought I'd blocked him from buying from me. I have spoken to ebay about this and they want me to continue with the sale (I wanted to refund him straight away and them to cancel the sale so he was prevented from leaving feedback again) I have a reference number regarding the case, so he's hopefully going to get a kick up the bum if he does leave malicious feedback again. It's horrible though, I feel stalked, and this guy was in the wrong to begin with!

I have another account to buy with now, this purely a selling account to prevent other crazy people from doing this if I feel they deserve negative feedback.

What are your thoughts on this and what would you do?
