Neutral feedback would at least hint at a problem. It makes the feedback less than honest and a joke. I have issued 'strikes' and blocked bidders, but I should be able to give a rating other than positive, particularly if mediation is required, no communication has been forthcoming and it drags on.
Issuing the strike will cause more harm to the buyer than a neg feedback.
If the buyer has private feedback then it can not be seen anyway.
As long as you have the blocks in place to stop buyers with more than 1 strike in a 12 month period then you doing the right thing.
