I don't understand your question.
How have you been able to receive Paypal payments without an account?
Assuming that, as you posted in 'Selling', you are a seller.
If not, Paypal only allow a limited number of guest payments. It could also be to do with Managed Payments.
Just open a Paypal account. It's free, and they are governed by the same data protection rules as banks. I assume you have a bank account.
