Promote Listing Now button doesn't work to promote listing

I have a question about selling on ebay.com.au. Under Active listings there is an option to promote listing. A dialog comes up and allows me to select a rate in percentage to promote my item. 

I can use the standard 3.5%, or change it to something else, it doesn't seem to matter. How come when I click Promote Listing Now to execute the operation the button does nothing? It does not work.

I suspect because you are considered a new seller. Given you've only sold 3 items in 12 years and none in the last year, eBay will put a 21 day hold on your funds. The items you are selling are pricey, so an objective observer could well think it's a hijacked account.

The Australian flag on pics of an item is a common tactic used by shonky Chinese sellers to make people think the items are in Australia. I realise that you're probably in Australia, but I'd remove them.

Otherwise, call eBay Live Chat and ask them. Only other members inhabit the Community, so none of us can say definitively why.
