Confussed about Reserve Pricing on an Item.

Hi, Is a seller allow to state in their listing that they have a reserve price on a electronics item and they will only seller to the winning bidder if they have met their reserve price. As nobody knows what the reserve is then I would think alot of seller would do this and if they didnt get what they want from an item they are selling then they can just cancel the listing if their expected sale price is not met. I thought you could only put a reserve on vehicle, boat, motorbikes etc. Please correct me if I am wrong.
