How do I revise postage cost on invoice. Buyer has bought 2 items.

Buyer has bought 2 separate items and I can't change postage costs

Go to send invoice, tick the items to include, add postage cost and DO NOT click re-calculate, that reverts it back.

You can preview to check it's correct and press send.
