I sold an item to a guy . He refuses to pay until after I send it to him . It is a valuable item –a $500 laptop . I don’t know him so have no intention of sending it without him paying .I told him that and having still received no undertaking from him I tried to cancel the transaction which he refused to agree to I feel sure he is both dishonest and stupid if he thinks he might still have a chance of me relenting and sending it to him for free . Ebay sent me what I guess is an automatic response saying I will not get a final fee refund and should go through with the transaction which of course I won’t do What do I do now ?

Open a non-payer dispute and if he doesn't pay you'll be able to relist and he'll get a strike. Do not relist until the dispute is closed.
By the way that new buyer has bis on 4 other laptops as well.
Could well be a scam, don't have any further dealings with him and add to your BBL.
