Why is a member who has not paid for an auction still able to have 100% positive feedback after 6 weeks?

I did not leave feedback in the beginning as I wanted the eBay unpaid item case to run it's course. Now I am not able to leave feedback.

Surely this has to be a major reason to penalise a member.

And they wonder why no-one likes the fact that you cannot leave negative feedback for a buyer. Of course they will get 100%.  What a dumb idea.
