Refunds not credited to seller with Final Value Fee

I have closely monitored my account, and in no circumstances does eBay credit Final Value Fees when a sale has been refunded.

Am I just awaiting 3 for this and last month.

I am fairly new to selling and only learn things as they arise, no time for anything else.
