Does anybody know how these After Pay coupons are working for a seller on the listings?

If ebay offered the discount coupon then ebay pays for it.  It does not affect the seller's bottom line at all.

The seller gets the full amount and immediately.

The buyer gets the discount (payed by the offeror) and pays it off over time.
