How can I list an item to sell for a certain buyer who wants to purchase it

Title the listing:

PRIVATE LISTING - Reserved for (ebay user name) ...and list it as a "Buy It Now" ...remember to send your Buyer a message that the listing is "live" ...and provide the link so they can process their purchase and finalise the transaction in a timely manner.

Listing Description:

You could include an explanation in the listing explaining that the item has been listed as a reserved sale ...as this would help other eBay users to understand ...and also that they too could negotiate for a private listing ...as in the commissioning of artwork ...which is what I have done 😉

Some eBay users think they cannot do commissioned artwork or negotiate a sale because of eBay's policy for outside sales ...these sales just need to be listed on eBay as noted above as a private reserved listing ...and that conforms with eBay policy.

"What if another eBay user bids?"

As a final note on the subject of a reserved listing ...should another eBay user choose to process the purchase of the listing ...you can cancel that sale advising the Buyer that the listing was reserved ...you might even be able to negotiate another private listing for that buyer.
