Trying to upgrade my store from basic to featured but I can`t as I don't have a credit card on file... how can I put a credit card on ?

Have had a store for years, trying to upgrade from basic to the new featured store. Ebay won`t let me as I don`t have a credit card on file with Ebay, how do I do this ?
