I recently sold an item on Ebay. Once again I get the buyer wanting to cancel the order after winning it. This is happening quite regularly. The description was good, photos were clear. Then Ebay tells the buyer not to pay and that I would be refunded....They can't refund me for the time it takes me to package and label the items. I am sick of these buyers not being made accountable for change of mind. When is Ebay going to stop and say, sorry you win you pay.....

Are you sure of this?
I have never heard of eBay doing this.
An observation. Your sold items have invariably ended with one bid so you know the value of your items.
Why not list as BIN with IPR?
Have you set your Buyer Requirements to block serial Non Payers?

Never heard of eBay telling the buyer not to pay either
Is that what you think, or did a non paying buying tell you eBay told them not to pay?
Either way, that is nonsense
But
eBay is never going to 'make' a buyer pay either

I wonder whether Namita would appreciate someone suggesting that eBay should not pay her salary… or (perhaps even more aptly) whether eBay would appreciate its payment system receiving and acting on a suggestion that it not pay out managed funds to eBay, sending them instead to potential buyers on the grounds that some of those buyers will spend their windfall by coming back to eBay for a purchase.

"Namita has said "I suggest you not to pay for the item..."
If this is real, was it followed by words to the effect of
" Ask the seller to cancel , their fees will be refunded" ?
This is exactly what eBay are encouraging with the new announcement :
"Buyers will now have the option to request an order cancellation using the Cancel order button"
"When feasible, it’s recommended to accept the (buyer's) request, especially if it’s sent within minutes or a few hours of an order being placed. This can help avoid return requests and encourage the buyer to return to eBay for their next purchase "
As you already have a problem with non payers, I strongly advise you to take the great advice already given, to list as a Buy It Now with Immediate payment required

Don't package, label, or even dig items out of storage until you have been paid.
eBay don't and shouldn't compensate you for jumping the gun.

No it doesnt take time to package and label the item. Dont package and label until the buyer has paid. Simple really, yes it is inconvenient, but you dont want those buyers anyhow, they will become a pain later.
