Unable to change my account from Business back to Private. So I am not eligible for 30 free listings per month.

Sadly I had to close my eBay store because of the fees doubling which I can not afford. I then went to change my account from Business back to Private and found out I can not do this. So now I am not eligible for the 30 free listings per month. eBay told me I have to re-register on eBay, with a new ID and new email address and start all over from ZERO feedback! I am very angry and upset as it took me a long time to get my 371 feedback at 100%. Has anyone had this dilemma? Has anyone been successful in getting eBay to change its policies?
A very unhappy eBay seller.
