Who can help me when I have purchased an item, paid for it and the seller won't send ?

I purchased an item on auction from a seller. When I went to pay, his paypal account was not processing the payment. He sent me an SMS and suggested I cancel the payment and use his daughters paypal account. In the end we decided that a payment via direct credit to his bank account would work. Payment was made. Some time passed and nothing arrived. Sent SMS and he apologised saying he had been busy and would post the following day. More time went buy and I contacted again. I ended up ringing him after a number of emails. He took the call and said that it was in front of him and that he'd post it. The next morning on the way to work I sent him an SMS to remind him to post it and send the tracking number as had been agreed. He rang me straight away and was exterrmely abusive on the phone swearing and said that he would send the money back. That was last Thursday. I've heard nothing from him and am unsure of what my next step should be.
