Why am I being charged an insertion fee when I haven't used up all my free listings yet?

At the moment I believe that ebay is still offering 40 free listings per month to sellers.

However, I have only listed 26 items for sale.

 

When I go to insert a 27th item I do get the message that I AM entitled to a free insertion, but when I look into my item specific information I am told that I will be charged $1.50 insertion free once the item is listed for sale.

 

Since I always place my items on scheduled listings, It is easy for me to check if I am being charged a fee or not.

I have tried numerous things to try and fix the problem merely thinking it must be a glitch of some sort.


I have changed the price of the item, the listing duration, the fixed price, the auction price - but nothing works.

The system still wants to charge me a fee.

 

What's going on?

I seem to be having the same problem as some other users.
