Why am I charged an insertion fee when I haven't used up my free listing entitlement yet?

This is my first time trying to sell on Ebay.

I went through creating a listing, and right at the end it says:

Insertion Fee :AU $1.50

Buy It Now (Special offer) :Free

Picture Pack :Free

TotalAU $1.50

Since I've never created any listings, I should be able to make 40 free listings this month, is that correct? If so, how can I remove the insertion fee?
