Why am I not given the option to leave negative feedback about a buyer?

I had a buyer win an item and then say he had changed his mind and didn't want it. Why does the feedback option only alow me to leave "positive" feedback and why do I not have an option to close as "Unpaid" Why did I not get any feedback from e-bay when I logged this issue?
