Why can buyers leave a poor rating for postage when they knew how much it was before buying?

Why should a buyer be able to leave a poor rating for postage if they have made the choice to buy an item knowing what the postage cost will be? If they don't like the postage cost they can buy the item from someone else. No-one is twisting their arm! If eBay took a survey of all buyers I'm pretty sure that most people would be unhappy with the cost of postage. It's just human nature!
