Will be refunding the purchase price for an item that didn't arrive. Can I claim the valuation fee?

A buyer claims that they did not receive an item which I had sent on 7th December.  It was $9.30 plus 1.70 postage, sent as a prepaid letter.  I guess Paypal would under these circumstances find against me in a dispute, as I did not send it registered or trackable.  So, I figured to offer a refund is probably the thing to do.  Should I offer the full amount or purchase price without postage?   Also, goint through paypal, I will be credited their fee.  Is there a way to get the ebay valuation fee reimbursed?  Obviously the amount is peanuts, but just curious how this works in principle.  Thanks.
