The winning bidder changed their mind on my item, so I sent it to the second chance offer, who didn't buy it either.  How do I cnacel the transaction so that I don't get charged the sold fees?

there were two ways you could have handled this matter

 

1. when your first buyer decided they didnt want the item you could have offered them a Mutual Cancellation, then, if they agreed, and IF they could have bothered answering eBay's cancellation request email, you would have had your final value fee refunded, and would be free to offer item to the underbidder.

or

 

2. you wait 4 days, open a non payer dispute against the first buyer, wait another 4 days and close the dispute.

this would get your fvf back, guaranteed,, as well as issue the time waster with a strike AND neither party would have been able to leave feedback.

 

no underbider is obliged to accept a 2nd chance offer, so you lost out there too.

 

you can still open a non payer dispute against the first bidder to get your fvf$ back from eBay, and the strike will mean that once they have 2 strikes, they will be blocked from bidding by many eBay sellers, who are sick and tired of these bidders not going thru with a sale.
