accept offer but buyer has not paid

does the buyer have to pay for my item if they gave me an offer and i counter offered and they counter offered and i excepted that offer?

If it's the bag you sold, cancel the sale using the reason " buyer hasn't paid"  ( your fees will be refunded)

and add the buyer to your blocked bidder list.

If it is the bag that sold 6 days ago, I'd say the 'buyer' has no intention of paying

Cancel using the reason buyer did not pay

They will get a strike and you will get your fees back 

And put them on your blocked list 

They are suppose to pay of course

But eBay won't make them pay

This seems contradictory, but is based on reality and not anything eBay says about binding contracts etc.
