you have to wait until 4 days after the auction to open a non payer dispute and then wait a further 4 days before you can close it. the ''buyer'' will get a strike and you are then free to relist or sell elsewhere. anytime in those 8 days the ''buyer'' can change their mind and pay for item, so dont sell it before you close the case against them.
after the case is closed neither party can leave a feedback.
