can a pre sale listing be made outside the 20 days, where payment is not requested until the20 days?

Can anyone tell me if a pre sale listing can be created longer than the 20 days policy, if payment is not required until within the 20 days. Therefore, wouldn't be breaking ebays pre sale 20 days policy as payment and delivery would be within 20 days. However tho, if someone made payment earlier than 20 days, how would this affect it? Would it have to be clearly said that for payments made outside the 20 days, be advised of 'the release & posting date'? If anyone can help in regard to this it'd be great, as I can't find an email address to contact an ebay representaive directly.
